IPSEC service not starting with message "The system cannot find the file specified"

I had a problem with a server that dropped of the network. checkign through eventlog i could see the first thing to fail was the IPSEC service. It failed with a "The system cannot find the file specifed" message.

I got the same message if i tired to manually start the service.

The solution was to delete the registry area
HKLM\Software\Policies\Microsoft\windows\IPSEC

The run REGSVR32 POLSTORE.DLL

This seems to rebuild the IPSEC policies and brought my server back to life.
I think my policy section got corrupted as i had been in the registry hacking some keys, and
they did not seem to rebuild correctly.
